6 serious power investors doing due diligence in PHL

IN the face of the predicted shortage of electricity in the near future, a number of foreign companies are now looking at the possibility of setting up coal and hydropower plants in the country, the Department of Energy (DOE) reported on Tuesday.
“There are about six companies from China, Korea and Japan that have already been doing due diligence in the country. These companies are keen in investing and putting up coal and hydropower projects in the country,” Energy Secretary Jose Rene Almendras told the House Committee on Energy in a hearing.
He added these prospective investors are new ones and their proposed projects will be their first entry into the country’s power sector, but declined to identify them in the meantime except one, HydroChina.
Almendras said these companies are also waiting for the amendment of the Electric Power Industry Reform Act (Epira) to know better the business conditions in the power sector before fully committing.
Other possible turn-off issues are the pending real property tax case of the 700-megawatt Pagbilao coal facility in Quezon, the inability of cash-strapped electric cooperatives to pay power companies and the inconsistencies in government policies.
Almendras asserted, however, the investment climate is already favorable, while conceding there are still some gray areas. “There is still fear about inconsistencies of policies. I just came from Japan and we had a very good roadshow. We were successful in showing them that there are opportunities. However, the assurance that they are looking for is consistency of policy, consistency in implementing.”
The government targets a total $40.6 billion or P1.827.19 trillion in energy projects until 2030 in anticipation of the foreseen energy shortage---a likely gap that, Almendras said, he told the prospective investors to show they can meet.
The International Monetary Fund (IMF) and other financial institutions earlier projected a Philippine GDP rise of 5 percent this year that indicates a strong economy that will need increasing amounts of energy.
 “It is estimated that the population will be 95 million this year, which translates to a big market for electricity and other power-related projects. We therefore encourage the companies to present new projects to serve the growing needs of the country,” Almendras further told the House committee.
In his presentation, Almendras said that Luzon will need 11,900 megawatts (mW), Visayas about 2150 mW, and Mindanao around 2500 mW until 2030.
