NGCP completes blackout simulation

THE National Grid Corp. of the Philippines (NGCP) on Tuesday reported the successful completion of its annual blackout simulation drills in Luzon and Mindanao.
“The drills, which involve tabletop exercises and actual blackstart restoration, are done in compliance with the Philippine Grid Code,” the NGCP said in a statement.
The NGCP also said that evacuation and other emergency procedures were part of system operations contingency preparedness plan in the event of disasters such as earthquakes, flash floods and other acts of nature.
Power outages or interruptions, including a worst case system blackout caused by physically damaged structures are the most common emergency situations for NGCP.
The tabletop exercise for the Luzon grid on April 14 was attended by more than 300 participants coming from NGCP’s System Operations and Operation and Maintenance Substation Groups, as well as various power agencies such as the Department of Energy, Energy Regulatory Commission, Manila Electric Co., Grid Management Committee, Distribution Management Committee, trading participants, among others.
A workshop was also conducted, in which participants reviewed and revisited the existing blackstart recovery procedures based on the specified power restoration highways such as Metro Manila, Northern Luzon, Central Luzon, Southern Tagalog and the Bicol sub-grids.
With its power transmission facilities, such as lines, posts and towers, physically exposed to weather disturbances and other natural calamities, the NGCP said it is fully prepared to mitigate the impact of these contingencies on daily operations.
The NGCP said that the drills for Visayas grid will go on as scheduled in July.JAMES KONSTANTIN GALVEZ
