Psalm to bid out P5.5-B fuel supply deals for power plants

THE Power Sector Assets and Liabilities Management Corp. (Psalm) is soliciting bids for the supply and delivery of industrial fuel oil (IFO) requirements of the Malaya thermal power plant (TPP) and Naga power plant complex worth P5.5 billion.

Psalm is procuring 120 million liters of IFO for the Malaya TPP, which is located in Rizal province. The Approved Budget for the Contract (ABC) is P4,199,174,168.

The IFO procurement for the Cebu-based Naga complex, is for 34.84 million liters, and has an ABC in the amount of P1,340,931,989.

Moreover, the state firm also announced that it will auction the engine lubricating oil (ELO) needs of power barges (PBs) 101, 102 and 104. For the ELO procurements, Psalm needs 180,000 liters for the Iloilo-based PBs 101 and 102, and 150,000 liters worth of ELO for PB 104, which is currently moored in Davao City.

The ABC for PBs 101 and 102 procurement project has been set at P18,912,486, while that of PB 104 is at P15.78 million.

“These procurement projects will ensure readiness of our power facilities,” said PSALM President and Chief Executive Officer Emmanuel R. Ledesma Jr.

Since the Department of Energyhas designated the Malaya TPP as a must-run unit, “Psalm must ensure availability of fuel supply at all times by maintaining adequate inventory,” added Ledesma. The submission and opening of bids is set on June 16. source
