2 firms vie for Malaya Thermal O&M contract

AT least two companies are vying for the operations and maintenance service contract of the 650 megawatt (MW) Malaya thermal power plant in Pililla, Rizal.
Newly appointed Power Sector Assets and Liabilities Management Corp. (PSALM) president and chief executive officer Lourdes Alzona said local firm SPC Malaya Power Corp. and STX Marine Services Co. Ltd. of Korea have already submitted bids for the contract.
“There are two bidders who submitted bids, STX and Salcon. This is still subject to post-qualification of bidders,” Alzona said.
The 40-year-old Malaya thermal power plant, composed of two units with a dependable capacity of 290 MW and 340 MW each, is now being operated by STX with the contract ending on September 25.
The operations and maintenance contract of the Malaya thermal power plant has an approved budget of P457.27 million.
PSALM employees oppose the renewal of the STX contract, saying that the company has no track record of managing a power plant as big as Malaya since its expertise is in marine transportation.
The employees also scored the delay in Malaya’s turbine overhaul, which had also been
awarded to STX. They said this was the longest delay in turbine overhaul for Malaya 1 since it was installed and operated in 1974.
Under the maintenance contract, the employees pointed out that STX it is required to provide supplies for its daily preventive and corrective maintenance.
“But up to this time, the company did not procure… spare parts and consumables causing the equipment to deteriorate,” they said in a position paper.
Alzona said any investigation into the allegations of concerned Malaya power plant employees may have to wait until the post-qualification is completed.
“Post-qualification will cover both the technical and financial. Need to wait for the BAC [Bids and Awards Committee] report before the [PSALM board] acts on it,” Alzona said. source
