Ormeco and SPC Island Power Corp. power plants get CoCs from ERC

THE Energy Regulatory Commission (Erc) has issued a Certificate of Compliance (CoC) for Oriental Mindoro Electric Cooperative Inc. (Ormeco) for its 2.175-megawatt (MW) Linao-Cawayan Mini-hydroelectric Power Plant (Lcmhpp).
In a statement released last Friday, the Erc also said that it has renewed the COC of SPC Island Power Corp. for its 1.56 MW Olango Diesel Power Plant (Odpp).


“The ERC is mandated to monitor periodically the operations of generation facilities to ensure their compliance with the standards set in the CoC so that the long-term interests of electricity consumer interests are safeguarded,” ERC Chairman Zenaida G. Cruz-Ducut said.


SIPC’s power plant in the Island of Olango, Lapu-lapu City, Cebu has four units—two rated at 280 kilowatt, one at 400 kW and another one at 600 kW for a total installed capacity of 1.56-MW.


The ERC also said the Odpp serves the power requirements of the Mactan Electric Co., Inc. (Meco) franchise area and is not subject to the 30 percent and 25 percent market share limitation because it is in an isolated grid in the Visayas.


ERC said the newly-constructed Linao-Cawayan plant is composed of three units having an installed capacity of 725 kW each with an aggregate of 2.175 MW and located in Barangay Calangatan, San Teodoro, Oriental Mindoro.


The LCMHPP is connected to the main distribution system of Ormeco through a 69-kiloVolt (kV) transmission line. Ormeco completed testing and commissioning of the power plant in November 2011.


For this particular power plant, Ormeco was exempted from compliance with the Financial Standards since the LCMHPP is located in a missionary electrification area and not connected to the Luzon transmission system, and is likewise not subject to the 30-percent and 25-percent share limitation.


With the CoC’s Ormeco plant is now authorized to commence commercial operations and the Odpp to continue operating for another five years.  Both CoCs will expire on January 24, 2017.
