No Beneco in Asin hydropower plant bidding

THE Benguet Electric Cooperative (Beneco) is not included in the list of bidders for the privatization of the city-owned Asin hydropower plant. The second bidding is set on June 15.
Leticia Clemente, Bids and Awards Committee (BAC) chair and City Budget officer, said Beneco was disqualified in the bidding for failing to pass eligibility requirements, such as registrations with Securities and Exchange Commission for corporations, Department of Trade Industry for sole proprietorship, and Cooperative Development Authority (CDA) for cooperatives.
Clemente said the committee has finished conducting the pre-bid conference with three interested bidders in attendance to prepare for the opening of bids on June 15.
During the pre-bid conference, three prospective bidders attended, namely: Dreamworks Inc., Prime Water Corporation and Goldlink Corporation.
She said other bidders will still be accepted since there are still a few weeks left before the opening of bids.
Documentary and legal requirements should be complete for a group to join the bidding, she said.
Clemente said Beneco joined the first bidding but it was disqualified for not having a CDA-registration. The power utility firm’s motion for reconsideration to the BAC was also denied by the committee.
Beneco legal counsel Delmar Cariño said they have filed the motion for reconsideration from the BAC to change the terms of reference, such as the requirement for CDA registration since this is unfair and restrictive to the interests of the firm.
He said they have the financial, technical and managerial capability to run the Asin Hydroelectric power plants.
However, Cariño said pushing to join the bidding at this point is already moot and academic since their bid was already denied by the BAC.
He said they are still contemplating on filing a position letter at the City Council to appeal for their bid on the Asin property since the pre-bid conference has just been concluded.
Clemente, meanwhile, stressed that if the second bidding fails, that is only the time when they will adjust the terms of reference and work on a negotiated bid.
