ERC issues certificates of compliance to Monark, Minergy, Psalm oil plants

THE Energy Regulatory Commission (ERC) said on Friday that it has awarded three certificates of compliance (COCs) to Monark Equipment Corp. for its three modular diesel-generating units to be set up in Basilan, Jolo and Tawi-Tawi.
ERC said in a statement that the COCs cover the three modular diesel-generating facilities that have a total capacity of 9 megawatts (MW).
ERC said the COCs will be valid for five years and should be renewed at least six months prior to its expiration.
ERC said the subject power-generating units are leased to the National Power Corp.-Small Power Utilities Group (Napocor-SPUG).
The Basilan diesel power plant (DPP) is in Isabela, Basilan, and consists of two units with an aggregate capacity of 3 MW.
The Jolo DPP, which is in Bus-bus, Jolo, Sulu, is comprised of three units with an aggregate capacity of 4.5 MW.
The Bongao DPP, located in Bongao, Tawi-Tawi, consist of one unit with a capacity of 1.5 MW.
ERC said the three modular generating facilities of Monark operate for 24 hours and are utilized as base plants by Napocor-SPUG, providing the average load requirements of Basilan Electric Cooperative Inc. (Baselco), Sulu Electric Cooperative Inc. (Suleco), and Tawi-Tawi Electric Cooperative Inc. (Tawelco).
Napocor supplies the diesel fuel to the said modular generating facilities of Monark.
ERC also said it has renewed the COCs held by the Power Sector Assets and Liabilities Management Corp. (Psalm) for the Agus 1 and Agus 2 (Lanao del Sur), Agus 4, Agus 5, Agus 6, Agus 7 (Lanao del Norte) and Pulangui 4 (Bukidnon)hydroelectric power plantcomplex with a total capacity of 983.21 MW.
ERC said the applications were approved after they were able to establish their financial, technical and environmental abilities to sustain the operations of their respective power plants based on the operational standards stated in ERC’s Revised Rules for the Issuance of COC for Generation Companies/Facilities.
ERC also renewed Mindanao Energy Systems Inc.’s (Minergy) COC for its 9.21 MW mini-hydroelectric power plant and 90.4 kilowatt (kW)generating set located in Barangay Plaridel, Claveria, Misamis Oriental.
The mini-hydroelectric power plant is a run-of-river type and located along the 60 kilometer stretch of the Cabulig River, and is configured with two units of 4.607 MW Francis turbine and Synchronous generators and is projected to produce about 50 gigawatt hour of clean energy annually.
Minergy currently provides portion of the power requirements of its sole customer and part-owner, the Cagayan Electric Power and Light Co. Inc. (Cepalco), the electric distribution utility serving Cagayan de Oro City and the municipalities of Tagoloan, Villanueva and Jasa-an in Misamis Oriental, including the Phividec Industrial Estate.It also supplies Cepalco with a capacity of 8 MW as per contract for the power supply agreement between Minergy and Cepalco.     source
