DOE sets consultations on renewable standards

THE government has set public consultations for the establishment of the Renewable Portfolio Standards (RPS), which would mandate power distributors, generators and suppliers to source an agreed portion of their energy supply from renewable energy projects.
In a statement, the Department of Energy (DOE) said that the first consultation on the RPS will be held in Bacolod on February 16 from 1:00-4:00 in the afternoon at the 3rd Level, New Government Center, Maskara Hall, Circumferential Road, Barangay Villamonte, Bacolod City.
DOE is also set to conduct consultations in Laoag City (February 21), Cebu City (February 23), Cagayan de Oro (February 24), and Davao City (February 25). Dates of the consultations in Clark, Angeles City and Metro Manila have yet to be announced.
“The rules to be reviewed will identify, among others, the installation targets for all renewable energy resources in accordance to the National Renewable Energy Program,” the DOE said.
The RPS is one of the incentives under the Renewable Energy Act of 2008 for proponents of green energy projects.
The RPS is a market based policy that requires electric power industry participants such as distribution utilities, power generators and suppliers to source a certain amount of their energy supply from renewable resources such as wind, solar, hydro, ocean, geothermal and biomass.
The incentive was designed to promote the development of renewable energy sources in the country.
Energy Secretary Jose Rene Almendras earlier said the government will invite a resource person from a multilateral lender to sit with the National Renewable Energy Board and the DOE Technical Working Group for renewable energy to help them come out with the RPS.
“The idea is to really trying to find the best possible way to encourage the investment into [renewables] that’s needed without overdoing it by punishing the consumers,” he said.EUAN PAULO C. AÑONUEVO
