THE FIRST UNIT of the 650-megawatt (MW) Malaya thermal power plant (TPP) in Rizal has started contributing electricity to the Luzon grid following the completion of overhaul works that started late last year.
The Power Sector Assets and Liabilities Management Corp. (PSALM) said in a statement yesterday that the 300-MW power plant unit was synchronized to the grid as of Aug. 26.
“We are pleased to report that the Malaya TPP’s Unit 1, which underwent overhauling, has been finally reconnected to the main grid,” PSALM President Lourdes S. Alzona said in the statement.
“With the two units already operational, the Malaya TPP now has more available capacity as it assumes its role as a security plant,” Ms. Alzona said.
The Malaya thermal plant has a 300-MW unit and a 350-MW unit. It was first rehabilitated by Korea Electric Power Corp. under a 15-year rehabilitate-operate-maintain management agreement with the government.
South Korean firm STX Marine Service Co. Ltd. currently operates and maintains the entire 650-MW power asset located in Pililla, Rizal.
The same company in November bagged the contract to overhaul the power plant unit.
It submitted an P80.63-million offer to overhaul the facility, which was within PSALM’s P94.36-million approved budget for the contract.
PSALM conducted negotiated procurement for the project and requested proposals from nine contractors but only three service providers submitted offers.
Of the three bids, only STX Marine was found compliant with the eligibility and technical requirements, as provided in PSALM’s request for proposal, and was rated as “passed.”
PSALM was formed under Republic Act 9136 or the Electric Power Industry Reform Act of 2001 to assume ownership of and manage all National Power Corp.’s assets, liabilities, contracts with independent power producers, real estate and other disposable assets. -- Claire-Ann Marie C. Feliciano source
