MANILA, Philippines—National Grid Corp. of the Philippines has identified 36 priority projects for implementation in 2011 to 2015, with investment requirement seen to reach P35.84 billion.
Rex F. Corpuz, senior adviser to the president of NGCP, said that of the 36 transmission and substation projects, 21 will be in Luzon; 11 in the Visayas, and four in Mindanao.
Of the total project cost, NGCP expects to spend P26.52 billion for upgrade and expansion projects in Luzon, which will cover Kalayaan-Makban 230-kilovolt transmission line (T/L); improvement of Luzon voltage; San Esteban-Laoag 230-kV T/L project, and the two-phase expansion Tayabas substation, among others.
Priority projects in the Visayas are expected to cost P6.69 billion. Included are the Visayas substation (S/S) reliability project and the reinforcement of the Talavera-Sigpit-New Naga line.
For Mindanao, NGCP expects to shell out P2.62 billion for the Agus 6-Aurora 138-kV T/L project; Mindanao S/S expansion and reliability projects; and the Pulangi-Kibawe line 3 project.
The estimated investment of P35.84 billion for these 36 projects formed only close to 40 percent of NGCP’s total planned capital expenditure for the period.
In a filing in December 2009, NGCP had sought the approval of the Energy Regulatory Commission for an P89.86-billion worth of capital expenditure from 2011 to 2015. The petition is still pending to this day.
In its application, NGCP estimated its capex to reach P32 billion for 2011; P21.48 billion for 2012; P18.06 billion for 2013; P10.58 billion for 2014; and P7.74 billion for 2015.
NGCP’s application included the proposed capex for National Transmission Corp. (Transco) for the same period.
For 2011, Transco’s capex was estimated at P1.57 billion; for 2012, P1.73 billion; 2013, P1.65 billion; 2014, P1.50 billion; and 2015, P1.43 billion.
