Energy department cancelling idle contracts

The Department of Energy (DoE) is cracking down on non-performing service contracts by cancelling them.
Energy Secretary Jose Rene D. Almendras told reporters on Friday that the department has cancelled at least three contracts for failure to proceed with their work programs.

"I don’t know exactly how many were cancelled, but for oil and gas there are three, for renewables I’m not sure. [You] see, if we award a contract, there should be a work program, submission of documents. So, we are going through the process of checking [if there is any progress]," said Mr. Almendras.

He added there will be no renegotiation for contracts that were cancelled.

He would not identify the affected companies.

Currently active oil and gas service contracts (SC) are:
  • SC 6 (Cadlao) of Blade Petroleum;
  • SC 6A (Octon) and SC 6B (Bonita), SC 14A and SC 14B, all under Philodrill Corp.;
  • SC 14C of Galoc Production Corp.;
  • SC 14C2 (West Linapacan) of Pitkin Petroleum Corp.;
  • SC 14 (Tara) and SC 14 (Libro) operated by Trans-Asia Oil and Energy Development Corp. and Philodrill Corp.;
  • SC 37 of the Philippine National Oil Co. (PNOC);
  • SC 38 of Shell Philippines Exploration B.V. (SPEX);
  • SC 40 of Forum Exploration Corp.;
  • SC 41 of Tap (Philippines) Pty. Ltd.;
  • SC 43 of Pearl Oil Ltd.;
  • SC 44 of Gas2Grid Pte. Ltd.;
  • SC 45 of South Sea Petroleum;
  • SC 47 of PNOC-Exploration Corp. (PNOC-EC);
  • SC 48 of Aragorn Power and Energy Exploration;
  • SC 49 of China International Mining Petroleum Co.;
  • SC 50 and SC 51 of Norasian Energy Ltd.;

Mr. Almendras explained that SC operators "have an overall deadline of two years, and if nothing happens in those two years there should be an automatic cancellation." -- ENJD
