RE perks on first-come, first-served basis–DOE

The Department of Energy (DOE) has adopted a first-come, first-served scheme in granting tariff incentives to renewable-energy (RE) projects.
Secretary Carlos Jericho L. Petilla said under the department’s guidelines, RE developers who put up their plants gets first dibs on the feed-in- tariff or FIT.
“To be fair, ang ginawa namin is, matira matibay. Kung sino ang mauna, siya ang mabibigyan ng [FIT]. [What we did was to adopt the ‘survival of the fittest’. Whoever builds first would get the FIT],” he said.
The Renewable Energy Act of 2008 mandates the establishment of the FIT to spur the development of RE projects. Since the passage of the law, the DOE has been swamped with proposals from RE developers
The FIT is the guaranteed electricity rates of qualified RE plants that will be paid to their proponents over a set period.   source
