Energy department may move back PECR 5 coal-bid schedule for a week

THE Department of Energy (DOE) will adopt a slight change in the bid schedule of the Fifth Philippine Energy Contracting Round ((PELR 5) for coal.

PECR aims to showcase the exploration of potential coal and petroleum areas in the country.

The DOE, in a resolution, proposed to move the last day of bid acceptance for PECR 5 coal from September 19 to 26. Bids will be opened on the last day.

“There is a need to revise the PECR 5 timeline for coal due to the adjustment in the PECR 5 launching schedule on May 9, 2014, and the overlapping schedule of the Review and Evaluation Committee [REC] Secretariat with Petroleum International Road Show in Turkey scheduled from September 14 to 17, 2014,” the REC said.

The proposed timeline for the coal under the PECR 5 is still subject for approval by the DOE secretary.

Meanwhile, the bid schedule for petroleum remains unchanged. The submission of applications will start on June 2 and will end on February 27 next year. Applications will be opened only after the submission.

After the opening of applications, there will be a two-month evaluation period. Endorsement of winning applicants for coal and petroleum is targeted on November 21, 2014, and May 4, 2015, respectively.

The PECR 5 offers 11 areas for petroleum exploration mostly in Luzon. These include area 1 in Southeast Luzon; 2 and 3 in Masbate-Iloilo; 4 and 5 in Northeast Palawan; 6 in Southeast Palawan; 7 in West Palawan; 8 to 11 in West Luzon.

For coal exploration, there are 15 areas identified. For area 1, Carmen, Lanuza, and Tandag, Surigao del Sur; Tandag and Tago, Surigao del Sur, for area 2; Tandag, Tago and San Miguel, Surigao del Sur, for area 3; Butuan City, Agusan del Norte and Sibagat, Agusan del Sur, for area 4; Butuan City, Agusan del Norte, and Sibagat, Agusan del Sur, for area 5; Bunawan, Agusan del Sur, for area 6; Bunawan and Trento, Agusan del Sur, for area 7; Bunawan and Trento, Agusan del Sur, and Bislig City, Surigao del Sur, for area 8; Lingig andBislig City, Surigao del Sur for area 9; Godod, Zamboanga del Norte, and Kabasalan, Zamboanga Sibugay, for area 10; Godod, Zamboanga del Norte and Kabasalan, Zamboanga Sibugay, for area 11; Baliguian and Siocon, Zamboanga del Norte for area 12; Alicia, Imelda and Payao, Zamboanga Sibugay for area 13; Imelda, Malangas, Alicia and Payao, Zamboanga Sibugay for area 14; and Maitum, Sarangani, for area 15.

“We aim to increase the awarded contracts to benefit from the actual turnout of energy investments. In doing so, there will be a gradual rise on energy production,” DOE Secretary Carlos Jericho L. Petilla said. source
