THE National Irrigation Administration (NIA) said it estimates 357 dams within its system can host hydropower facilities.
“It
would be a waste if we didn’t use the dams for hydropower turbines. It’s a
win-win situation,” NIA Administrator Ricardo R. Visaya said in a briefing last
week.
He added that the agency is coordinating with the Department of Energy to fast-track the construction of more hydropower dams.
At present the agency has two operational hydropower plants which are located in Nueva Ecija.
Other on-going hydropower projects include the 8.5 megawatt MARIS Main (South) Canal Hydroelectric Power in Isabela which is due for commercial operation in February next year.
Meanwhile two mini hydropower projects in South Cotabato and in Pangasinan were recently approved.
Presidential Decree 552, signed in 1974, authorizes the irrigation agency to use water resources primarily for irrigation and secondarily for hydraulic power development and water supply, among others.
In addition, NIA issued in 2011 Memorandum Circular No. 55 which provide for the guidelines on Mini Hydro-power Plants in NIA irrigation canals/systems. Other relevant laws include Republic Act 9513 or the Renewable Energy Act of 2008 and Republic Act 7156 or the Mini-hydroelectric Power Incentives Act of 1991. -- Janina C. Lim
