THE Energy Regulatory Commission has issued a certificate of compliance that cleared the way for the operation of power plant in Cebu owned by Korea Electric Power Corporation.
The ERC said the 100-megawatt Unit 2 Cebu coal-fired power plant in Naga City has complied with all the financial, technical, and environmental requirements warranting the issuance of a certificate of compliance.
The power plant is expected to provide 11.24 percent of the Visayas Grid’s electricity requirements.
KEPCO completed the final stage of the testing and commissioning of Unit 2 and submitted to the ERC the required statement of reliability and performance test results.
Based on the regulator’s evaluation, KEPCO is well within the market share limitations set by the ERC pursuant to the cross ownership, market power abuse, and anti-competitive behavior provisions of Republic Act No. 9136 otherwise known as the Electric Power Industry Reform Act of 2001.
Based on its debt service capability ratio, the power firm also can finance its long term debts through the period covered by the certificate of compliance.
KEPCO’s Unit 2 power plant is equipped with Circulation Fluidized Bed Combustion technology, which reduces greenhouse emissions while offering cost savings in its operation.
The Korean firm has power supply agreements with nine companies, seven of which are electric cooperatives. James Konstantin Galvez
