Energy gives Ambuklao a go

The Energy Regulatory Commission has issued a five-year compliance certificate for the 105-megawatt Ambuklao hydroelectric plant owned by SN Aboitiz Power-Benguet Inc.
“ERC salutes SNAPBI for the re-commissioning of the Ambuklao HEPP previously owned by the National Power Corp. By doing so, it added another crown jewel to the renewable energy resources of the country,” said ERC chief Zenaida Ducut in a statement.
SN Aboitiz Power, a joint venture between Aboitiz Power Corp. and SN Power of Norway, expects Ambuklao to start full commercial operations by October.
The plant in Bokod, Benguet, is rated for 104.55 MW from waterflow of the Upper Agno River.
At least P0.01 per kilowatthour of the total electricity sales of the Ambuklao is set asisde as financial benefit to the host community, following the compliance certificate.
Fifty percent of the amount goes to the Electrification Fund; 25 percent is allocated for Development and Livelihood Fund; and the remaining 25 percent is earmarked for the Reforestation, Watershed Management, Health and or Environmental Enhancement Fund.
Connected to the Luzon Grid, Ambuklao supplies power to customers through 13.8 KV/230 KV substations. The construction of the Ambuklao hydro plant started in the the ‘50s, began commercial operation in 1956 and was privatized in2008.
The compliance certificate is a pre-requisite to the commercial operation of a power plant. It attests the adherence to the environmental, technical and financial standards set forth in the Rules for the Issuance of Certificate of Compliance for Generation Companies/Facilities (Revised Rules).
It also certifies that Ambuklao is compliant to the cross-ownership and market share limitations periodically set by the commission to safeguard electricity consumers from being disadvantaged by market participants.
Entities engaging in power generation must also pass standards under the Grid Code and the Distribution Code promulgated by the commission to ensure stable, reliable, secure and quality supply of electricity along with the WESM and other measures.
