Tacloban City — The Energy Regulatory Commission has ordered the Leyte II Electric Cooperative to refund its customers P8.16 million in overcharged collection, an advocacy group said.
President Pete Ilagan, of the National Association of Electricity Consumers for Reform Inc., said a resolution penned by ERC Commissioner Maria Castaneda ordered Leyeco II to return the amount over its implementation of the reinstated Prompt Payment Discount for a period of two years.
Ilagan said Nasecore took up the overcharging in a petition to ERC and the National Electrification Administration.
In 2005, ERC issued an order authorizing Leyeco II to collect under-recoveries from the time the Automatic Generation Rate Adjustment mechanism became effective by using the reinstated Prompt Payment Discount in supply charges for 12 months or until the deficiency shall have been fully restored.
Upon verification, ERC found the cooperative had used the reinstated PPD for 31 months–January 2001 to July 2008–instead of 12 months that resulted in a overcharge amounting to P8,161,120. source
