National Grid Corporation of the Philippines has asked the Energy Regulatory Commission to immediately approve the construction of two transmission projects in Visayas and Luzon with a combined cost of over P16 billion to accommodate more power generating plants.
National Grid plans to build the P12.944-billion Cebu-Negros-Panay 230-kV backbone project and the P3.1-billion Calaca-Dasmariñas 230-kV transmission line project.
National Grid said in a regulatory filing the Cebu-Negros-Panay 230-kV backbone project aimed to increase the power transfer capability of the submarine cable interconnections among Cebu, Negros and Panay.
It will also extend the existing 230-kV transmission corridor from Compostela substation in Cebu toward Panay in order to provide a reliable power supply to the islands of Cebu, Negros, Panay and Leyte in line with the development of new generating plants and increased power demand in the Visayas.
National Grid said the project would avoid potential overloading of the existing Negros-Panay 138-kV submarine cable interconnection and the Bacolod-E.B. Magalona 138-kV line with the operation of new generating plants in Panay.
The Visayas grid currently has an existing 230-kV transmission corridor that extends from Ormoc substation in Leyte toward Compostela in Cebu and is linked to the Luzon grid through the Leyte-Luzon 350-kV high voltage direct current line.
The company said based on National Grid’s 2011
Transmission Development Plan for 2012 to 2016, 10 new generating plants would be constructed in Panay with a total capacity of 491 MW during the period.
The new plants include the 8-MW Villasiga hydropower project this year, 135-MW Concepcion coal-fired power plant in 2015 and another 135-MW capacity from the Concepcion project by 2016.
These will be on top of 12 operating power plants in Panay with a total installed capacity of 493.48 MW and a dependable capacity of 337.36 MW.
National Grid said the total generated power in Panay would reach 868 MW by 2016 with the addition of the 10 new generating plants.
“Thus, the need for the additional submarine cable interconnection between the sub-grids of Panay and Negros islands and expansion of Batorac Viejo substation, E.B. Magalona cable terminal station and Bacolod substation,” it said.
The project involves the construction of a 230-kV transmission corridor from Compostela substation in Cebu toward the Barotac Viejo substation in Panay, which will be composed of submarine cables and overhead lines.
It will also require expansion works at the existing substations, as well as construction of new substation. source
