P6B Earmarked For Agus Repair

The government, through the lead of the Department of Energy (DOE), has programmed P5 billion to P6 billion capital spending for the repair and capacity uprating of some units of the Agus hydropower complex.
DOE Director Mylene Capongcol noted that these already include the repair of Agus 6 which was set a budget of P2.6 billion and the Balo-i Flood Control Project which will expectedly maximize the generation output of Agus 2.
For the Agus 6 repair, the energy official indicated that the generating unit’s capacity will be uprated to 69 megawatts from 50MW currently. She stressed that the facility’s economic life “will be extended for a minimum of 30 years.”
For the other units, she emphasized that additional budget must be secured but this can be done after the completion of the uprating works at Agus 2 and 6 units.
The new bid schedule for the contractor on the Agus 6 repair, she said, “will be advertised soon to include revision on the financing scheme approved by NEDA-ICC (National Economic Development Authority-Investment Coordination Committee).”
The timeline for the project’s completion will be 30 months from the effectivity of the deal award to the chosen contractor.
National Power Corporation president Froilan A. Tampinco previously apprised media that the Power Sector Assets and Liabilities Management Corporation (PSALM) already agreed to fund the project, a diversion from the earlier scheme wherein investment risk was latched on to the lap of the contractor.
The contract for Agus 2 uprating and Balo-i Plain flooding control is also set for bidding, while discussions are ongoing between state-run NPC and the local government on project implementation concerns.
Similarly, Capongcol noted that the energy department has an “ongoing monitoring of sediment movement at critical sections” of the 255-megawatt Pulangui hydropower facility, also sited in Mindanao.
She added that preparations are underway “for the engagement of a consultant to conduct extensive bathymetric/hydrographic survey of the reservoir to verify the reported sediment deposition.” The energy official said this is needed to “assess the need to proceed with the next phase of the reservoir rehabilitation project” for the Pulangui facility.   source
