ILOILO CITY: Some
6,240 households in three Visayas regions have been served by the Department of
Energy (DOE) under its household electrification program (HEP) since the
initiative commenced in 2010.
The HEP is in support
of the government’s rural electrification program, said Lourdes S. Arciaga,
program coordinator for Visayas.
She said they were
targeting a 90 percent household electrification level once the program ends in
2017. Currently, the accomplishment is at 84 percent, she added.
“HEP is designed for
off-grid areas or those that could no longer be reached by the services of
electric cooperatives,” she explained. DOE makes use of renewable energy
technology, such as the photovoltaic solar home systems (PV SHS).
Aside from the PV SHS, they also installed 85 sets of communal SHS and 96 sets
of PV streetlights in selected areas of the three regions in Visayas.
In Northern Samar,
DOE has installed the system in 1,171 households; 14 sets of communal SHS and
17 sets of PV streetlights.
A total of 262
households from Western Samar benefited from the program. Also installed were
12 sets of communal SHS and six sets of PV streetlights.
Moreover, 512
households; 10 sets of communal SHS and 12 sets of PV streetlights were
installed in Eastern Samar.
In Leyte, 385
households were installed with PV SHS together with the mounting of eights sets
of communal SHS and five sets of PV streetlights.
Southern Leyte has
181 households, six sets each of communal SHS and PV streetlights.
Biliran has 200 recipient households, four sets of communal SHS and five sets of PV streetlights.

On the other hand,
135 households from Cebu have already benefited from the program. Also
installed were three sets of PV streetlights.
A total of 1,708
households were installed with the PV SHS in Negros Oriental. Also installed
were 20 sets each of PV streetlights and communal SHS.
In Iloilo DOE was
able to energize 811 households and installed eight sets of communal SHS and 10
sets of PV streetlights.
In Negros Occidental,
a total of 875 households are energized with 11 sets of PV streetlights and
three sets of communal SHS.
Arciaga explained
that recipients of the PV SHS have the option whether to avail of the 30-watt
package or the 10-watt package.
The 30-watt package
is composed of a 30-watt solar PV panel, four LED lights, built-in AM/FM radio
and cellphone charger and USB port/MP3 player. The recipient is also required
to pay a P1,000 registration fee and P200 monthly fee for five years.
The 10-watt package
on the other hand consists of 10 watt package solar PV panel, two LED lights,
detached rechargeable AM/FM radio, cellphone charger and USB port/MP3 player,
membership fee of P300 and P75 monthly fee.
The management and
operation is being run by the beneficiaries who are members of the Solar Power
Association (SOPA).
Meanwhile, the
maintenance of the streetlights and communal SHS will be the responsibility of
the barangay.
