PSALM to hold another round of biddings for Naga power plant’s operation contract

THE Power Sector Assets and Liabilities Management Corp. (PSALM) will bid out a contract to operate the 145.8- megawatt (MW) Naga power plant complex in Naga City, Cebu.
In its bid invite, the agency stated that the winning bidder will operate the facility for a year.
Interested bidders should have completed within five years before the date of submission and receipt of bids a contract similar to the project.
The deadline for the submission of bids is on February 12. A pre-bid conference is scheduled at the end of this month.
The state-owned firm has set a budget of P319.389 million for the contract. “Bids received in excess of the approved budget for the contract shall be automatically rejected at bid opening,” the agency said.
The complex hosts 50-MW and 56.8-MW plants fueled by coal; and the 39-MW diesel station, which consists of six power units with a capacity of 6.5 MW each. It also consists of three thermal power plants that use a combination of diesel, bunker C oil and coal as fuel.
The power plant is presently operated and maintained by SPC Power Corp., a consortium of local and foreign investors including Korea Power Corp., Korea’s largest state-owned power utility company.
Its contract to operate and maintain the facility lapsed in December last year but was extended by PSALM until next month.
The government had thrice failed to auction the facility. Two attempts for a negotiated bid also failed.    source
