A date-certain commercial operation of September 2015 was finally committed by the project sponsor of the P13 billion Sarangani coal-fired power project which will yield 105 megawatts of capacity for the first phase.
The promised commercial kick-off of the facility unravels one of the lingering puzzles as to when the much-anticipated greenfield capacities in Mindanao will finally contribute to the grid’s scrimping electricity supply.
In a statement to the media, the company noted that “Sarangani Energy Corporation is on track to complete the first 105-MW phase of the 210MW coal-fired plant in Maasin, Sarangani by September 2015.”
Project corporate vehicle SEC is majority owned by Conal Holdings Corporation of the Alcantara group with 75-percent equity; while the balance of 25 percent is held by partner Toyota Tsusho Corporation.
The construction of the initial phase of the Sarangani coal plant rolled into implementation as early as February this year upon the issuance of the notice to proceed to South Korean firm Daelim Industrial Co. Ltd., the project’s engineering, procurement and construction (EPC) contractor.
“Clearing operations for the plant site were completed on 20 May 2013,” SEC said, adding that the project team and the turnkey contractor are now “preparing the power block area which will contain the SEC plant’s core components,” including the circulating fluidized bed (CFB) boiler to generate steam from coal and the turbine generator which is the key equipment in the facility’s electricity generation.
The turbine supplier for the project is Fuji Electric of Japan, a leading manufacturer and designer of turbine generators suitable for thermal, geothermal and nuclear plants.
“Production of the SEC plant’s state-of-the-art steam turbine generator is under way at the factory of Japan’s Fuji Electric,” the Sarangani project developer said.
The first 105-MW capacity of the plant had already been committed to various off-takers, which include the South Cotabato II Electric Cooperative Inc.; Agusan del Norte Electric Cooperative; Agusan del Sur Electric Cooperative; and Davao del Norte Electric Cooperative Inc.
The project’s second phase of another 105MW will be on-line by 2016. As early as now, the project sponsor indicated that 10MW of the facility’s expected output was already booked by South Cotabato I Electric Cooperative.   source
