Mindoro wind project gets DOE green light

THE Department of Energy (DOE) has issued a certificate of commerciality to Philippine Hybrid Energy Systems Inc. (PHESI) for the first phase of its P6-billion wind-power project in Oriental Mindoro. 
PHESI, a company of CMC Asia Inc., in partnership with Berkeley Energy, is putting up 48-megawatt (MW) wind- energy power system in Puerto Galera.  Each component of the three-phased energy project is worth P2 billion and is capable of generating 16 MW. 
Construction for the first phase, which is estimated to take 18 months, will be finished in early 2015 or 10 months ahead of the December 2015 target.
The wind project is covered by Wind Energy Service Contract 2011-03-045, the first wind-service contract awarded under the Aquino administration on September 12. 
PHESI President Nicky Villaseñor said the certificate is “the first granted to a wind project in the off grid area.” It is also the first company to be granted a certificate of commerciality to a project in the missionary area “not covered by the feed-in tariff.”
“This project will complement the predominantly diesel power supply in Oriental Mindoro, which is seeing exponential economic grown,” Villaseñor said.
Oriental Mindoro Electric Cooperative Inc. has awarded an energy sales contract to PHESI. 
“CMC, a leader and pioneer in the Philippines since 1979 in renewable energy, is participating in the overall electrification program and development of other wind and mini-hydro projects not only in the Province of Mindoro to address its growing energy needs but also in the Asian region,” added Villaseñor.   source
