Rehab of Agus-Pulangi power complexes completed in 2016

THE rehabilitation and upgrading of the Agus-Pulangi Power Plant Complexes in Bukidnon and Lanao del Norte is targeted to be completed by 2016.

Romeo M. Montenegro, Mindanao Development Authority (Minda) director of investment promotions and public affairs, told reporters yesterday that there are portions of the complex that are still undergoing repair while there are portions that have yet to be bidded out.

Some P4.96 billion budget has been allocated for the rehabilitation and upgrading of the 982 megawatt (MW) power plant complex. The Agus-Pulangi Power Plant Complex is comprised of Agus 1, 2, 4, 5, 6, 7 and Pulangi 4.
Those that are being upgraded and undergoing repair are Agus 1, 2, 6, and Pulangi 4.

According to the summary updates of the Mindanao Power Monitoring Committee (MPMC), for the upgrading of Agus 1 and 2, around P1.72 billion has been allocated for the flood control project for Balo-i plains in order to increase the hydro power plant's combined generating capacity by 30MW to 40MW without flooding communities in the area. Agus 1 and 2 have a combine rated capacity of 260 MW.

In line with the upgrading of Agus 1 and 2, the Department of Public Works and Highways (DPWH) project team has already concluded initial survey and initiated the right of way negotiations as part of the detailed engineering stage of the project.

As for Agus 6, P2.6 billion has been approved for the rehabilitation and replacement of plant components of Units 1 and 2 in order to increase generation output by 19MW and extend the plants' economic life for another 30 years.

The Power Sector Assets and Liabilities Management Corporation (Psalm) has awarded the project to Guangxi Hydro Electric Construction Bureau and is now in the design phase.

In addition to Units 1 and 2 of Agus 6, Minda has endorsed to Psalm the proposal of National Power Corporation (NPC) for the updating of Unit 4, with a project cost of P495 million.

The upgrading is expected to boost the unit's generating capacity by 15 MW once completed. Likewise, Psalm has awarded the project to Guangxi Hydro Electric Construction Bureau under a joint venture with Philippine-based IPP Construction Inc. It is currently in design phase and expected to be completed by June 2015.

As for Pulangi 4, Minda has endorsed NPC's proposal to Psalm for the allocation of P265 million for selective dredging in order to address siltation problem and increase generating output. Currently, Psalm is processing the viability of the project for funding and has requested NPC to provide additional information of the proposed project.
NPC has also proposed for the installation of hydromatrix or hybrid integrated turbine generator assembly for the uprating of Pulangi 4. This is expected to generate additional 16MW on top of the 250MW output of Pulangi 4. Psalm has referred the proposal to the Department of Energy.

Montenegro said the completion of all the upgrading and rehabilitation of the power complex will help increase its power output. source
