ERC orders distribution utilities to submit data on bill deposit

The Energy Regulatory Commission (ERC) on Thursday directed distribution utilities to submit documents pertinent to bill deposits of electricity consumers.
In a statement, the ERC said all documents related to bill deposits shall be submitted within 15 days from receipt of the letters it issued.
"The data requested from the distribution utilities are needed to update the ERC’s data on bill deposits for the calendar year 2018," the regulator said.
Bill deposit serves as a mechanism for distribution utilities and electric cooperatives as a security for unpaid bill, which is equivalent to one month's estimated consumption.
In particular, the ERC directed the distribution utilities to submit the following:
  • The total amount of bill deposits collected from the effectivity of Magna Carta for Residential Electricity Consumers (MREC) up to 31 March 2018
  • The total amount of interest earned and credited to the registered customers for the same period
  • The total amount of bill deposits and interest refunded to the consumers from the effectivity of MREC up to March 31, 2018
  • Total balance of bill deposits inclusive of interest earned less amounts refunded to registered customers from the effectivity of MREC up to 31 March 2018
“With the upcoming inquiry by the House of Representatives, there is a need to update the data on bill deposits utilization to address the issues and concerns on this matter,” ERC chairperson Agnes Devanadera said. —Ted Cordero/JST, GMA News
