Quezon City Mayor Herbert Bautista on Monday switched on the biogas plant at the Payatas dump that was upgraded to produce 400,000 kilowatts a month.
“With the expansion, the operation of the integrated disposal facility will no longer be dependent on fossil fuel,” he said.
Pangea Green Energy Philippines, operator, is selling the power output to the Manila Electric Company at time-of-use rates approved by the Energy Regulatory Commission, wherein more than P147, 000 represents the city’s 5 percent share in electricity revenues from the waste-to-energy operation.
Records showed that in 2011, at least 37,716 kilowatt-hour of electricity was generated by the plant, resulting in cost savings totalling P544,241.
Of 34,646 kWh used since 2011, the city government was about to save  P2 million
Pioneering green energy in the National Capital Region, the city began  tapping alternative sources in 2008.
The Payatas community gets free electricity for street lights to deter crime while sustaining the “Plantsahan ng Bayan” which enables residents to iron their clothes at no cost.
Bautista said the city’s biogas emission reduction project is the first registered clean development mechanism project under the Kyoto Protocol of the United Nations Framework Convention on Climate Change in solid waste management in the country and in Southeast Asia.
The city has partnered with the Pangea Green Energy of Italy to pilot the project as a model for Metro Manila and local government units in other regions.   source
