The Energy Regulatory
Commission (ERC) will be engaging three consultants for various oversight and
regulatory works that it has been undertaking for the deregulated electricity
sector.
The Commission has sent
out at least three invitation-notices for consultants on its development of a
monitoring and reporting system for the Competitive Retail Electricity Market
(CREM); for setting up a compliance framework for the industry’s power
generation sector; and for the creation of a market analysis framework for the
surveillance and monitoring of the Wholesale Electricity Spot Market.
For the CREM, the
consulting services being tapped was allotted a budget of P10.202 million, with
the ERC stipulating that “bids received in excess of the ABC (approved budget
cost) shall be automatically rejected at the opening of the financial
proposals.” Deadline of tenders’ submission will be November 8 this year at
3:00 p.m.
Consultant-bidders are
expected to have at least 10 years of experience “in the development of
monitoring and reporting system in retail electricity market in other
companies/jurisdictions,” and such must also be backed up by excellent
technical qualification and firm track record.
For the consultant on
compliance framework for the generation sector, the budget had been set at
P6.761 million and submission deadline is also on November 8 this year at 10:00
a.m.
Bidders for these
consulting services are required to have at least “10-year work experience in
any electricity industry and at least seven (7) years of experience in
information system programming for the IT (information technology) consultant.”
