Open access to start this Wednesday

ELECTRICITY end-users consuming an average of at least one megawatt (MW) will start being served by their chosen suppliers on Wednesday with the commercial implementation of the retail competition and open access (RCOA) mandated by law.

 "Full commercial implementation of RCOA will commence on June 26 as scheduled. For those contestable customers with retail supply contracts, they may now switch from their franchised distribution utility (DU) to their suppliers," said Mylene C. Capongcol, director of the Energy department’s Electric Power Industry Management Bureau.

"The commercial operation of open access will enable the customers to choose their own supplier which can provide them the best electricity service," she added.

Of 909 qualified end-users, 270 have registered and are assumed to have already sealed contracts, Ms. Capongcol said, adding that not all are expected to make the shift.

Starting Dec. 26 this year, meanwhile, customers can change their suppliers every month and regulators hope to eventually extend this to other customers.

"Customers with monthly consumption below one MW will stay as captive customers and will remain regulated by ERC (Energy Regulatory Commission). The lowering of the threshold to 750 kW (kilowatts) will depend on the pronouncement of ERC as provided in the EPIRA (Electric Power Industry Reform Act of 2001)," Philippine Electricity Market Corp. President Melinda L. Ocampo said.
