THE city is set to experience a 10-hour rotating brownout on Friday as the coal-fired power plant undergoes retesting, said Engineer Henry Alcalde of the Panay Energy Development Corp. (PEDC).
PEDC is the owner of the first coal-fired power plant in Western Visayas based at Barangay Ingore, La Paz, Iloilo city.
Alcalde said everything is set for the second test fire of the coal-fired power plant on October 14-15 and the power outages of service areas in the city will start from 9 a.m. until 7 p.m.
Alcalde said the brownouts is necessary as the coal plant will be using some 9 megawatt (MW) power from nearby sister company Panay Power Corp, a diesel plant currently supplying power to the city.
The power outage advisory came about after it was confirmed that a third party expert will lead in the second test firing of the first 82 MW plant to be observed by members of the media.
Iloilo Governor Arthur Defensor, Congressman Jerry TreƱas, City Mayor Jed Patrick Mabilog, members of the City Council and village chiefs of Barangays Ingore, Baldoza, San Isidro, Banuyao, Hinactacan and Balabago, all in the district of La Paz.
The retest was done to satisfy complaints that the first fire test conducted last September 11-16, 2010 emitted foul odor that send several individuals living in nearby barangays to the hospital.
Alcalde said the rotating brownouts in the service areas will continue, particularly in Iloilo City until such time the first coal plant stabilized its operation by middle of November this year. The second coal plant of 82 MW is expected to be completed by December and operation commissioning is slated by January 2011.
Both PEDC coal plants with combined 164 MW power and the PPC, all power companies under Global Business Power Corp., are more than enough to supply the power needs of the city and other electric cooperatives in the provinces of Iloilo, Capiz, Aklan, Antique and the island province of Guimaras.
