Transmission operator National Grid Corporation of the Philippines asked the Energy Regulatory Commission for a provisional authority to implement the P3.3-billion Western Luzon 500-kV backbone project.
National Grid said the immediate implementation of the Western Luzon project (stage 1 Castillejos-Hermosa 500-kV transmission line) aimed to connect Redondo Peninsula Energy’s 600-megawatt coal-fired power plant at the Subic Bay Freeport.
National Grid said the backbone project would ensure the overall reliability, security and stability of the grid during contingency events.
The company said the Bolo-Nagsaag-San Jose 500- kV double-circuit line was the backbone transmission line of the Luzon grid.
It transmits, among others, electricity from the 1,200-MW Sual and 600-MW Masinloc coal-fired power plants to the load center of the Luzon grid.
National Grid said the Sual and Masinloc power plants had planned capacity expansions of 600 MW and 382 MW, respectively, which would result in a total generation capacity of 2,782 MW, a lot heavier load for the existing 500-kV backbone.
“To provide a higher level of reliability and to avoid outage in an event of a double-circuit tripping, NGCP proposes a long-term plan for 500-kV backbone development from Bolo [Kadampat] down to Hermosa substation, which includes the development of a 500-kV substation in Castillejos, Zambales,” it said. source
