The construction development arm of Sunwest Water and Electric Co. (Suweco) is still waiting for the approval of the Department of Transportation and Communications (DOTC) to finally proceed with the construction of the Bicol International Airport.
Sunwest Construction Development Corp. (SCDC) was declared the lowest bidder for its P708-million bid price, 20 percent lower than the DOTC’s floor price, which translated to a P253-million savings for the national government.
“After five months of waiting, we hope that with this developments and court’s decision, DOTC will finally award and issue the notice to proceed on the project to us,” said Robert Uy, the executive vice president and chief operating officer of SCDC.
“Sunwest is committed to responsible development emphasizing on the use of green materials and renewable energy technology whenever feasible in the design and construction of our development projects,” he added.
SCDC, an affiliate Suweco, is a major construction company in the Bicol region.
It built all the two renewable energy power plants of Suweco with another two more to be commissioned this year—the 600-kilowatt Cawayan Upper Hydro project in Sorsorgon and the first hydropower project on Panay Island, the 8-megawatt Villasiga project.
A statement showed that, local executives of Bicol is still anticipating the awarding of the contract to commence the development of the Bicol International Airport this summer season.
Rep. Al Francis Bichara of Albay said that after more than five months of delay, the construction of the airport should now be pushed through. The development of the project has been delayed from a petition filed by a company called BSP & Co. Inc., and 4B Construction Corp. against the Bids and Awards Committee of the DOTC at a regional trial court, which deferred the awarding of the contract to the winning bidder.
“The airport project was three years behind and the province could not afford to wait any longer for the DOTC’s green light,” Gov. Joey Salceda of Albay said.
In the latest record of the local tourism regional office, Albay has been considered among the hottest tourist destinations in the country, registering a 49-percent leap in local and foreign tourist arrivals in the previous year alone. source
