ILOILO CITY -- The Visayas will get additional power generating capacity with the completion of the first of two 82-megawatt (MW) coal-fired units here.
The first unit will undergo a test run starting next week, said Henry V. Alcalde, vice-president of Panay Energy Development Corp. (PEDC). The power plant is expected to begin supplying electricity to Iloilo City and the rest of Panay in the first quarter of next year. Mr. Alcalde said Formosa Heavy Industries, Inc. (FHIC) conduct the test run when the plant’s first delivery of coal arrives on Nov. 10.
"On the same day, we will start the coal plant’s first unit using diesel and after the coal delivery is unloaded, we will start using coal the following day," Mr. Alcalde said.
He added that FHIC will conduct several tests before they start running the plant at 25% capacity until it reaches full capacity. "Hopefully by end of November, we will have conducted reliability run for one month until we operate at 82-MW continuous operation [sic]."
Mr. Alcalde said the reliability run is part of FHIC’s contractual obligation to make sure that the plant will not fail within 30 days of continuous operation. "If the contractor can meet that condition of continuous operation for 30 days at 82 MWPEDC will accept the plant. If they fail, they will have to make corrections and do the testing again," he said.
Panay Energy is a subsidiary of Global Business Power Corp. of the Metrobank group.
Global Business Power, in partnership with Abovant Holdings and Formosa, comprise Cebu Energy Development Corp., which has also completed two of three 82-MW coal units in Cebu recently. The two units have been synchronized to the grid and have been providing additional capacity for Cebu.
Additional capacity will also come from the 200-MW coal plant of Kepco-SPC Power Corp. in Cebu. The first 100-MW unit was synchronized to the grid last week and is currently also under test run. -- Francis Allan L. Angelo
