The Energy Department will allocate feed-in tariff, or preferential power rates, to the first renewable energy developers to commission their projects, Energy Secretary Carlos Jericho Petilla said Tuesday.
“Feed-in tariff allocation will be given to the first developers who can complete the quota. Definition of completion is the first to commence commercial operation,” Petilla said.
The department approved an installation target of 250 megawatts for hydro, 250 MW for biomass, 200 MW for wind, 50 MW for solar and 10 MW for ocean technology in 2011.
Despite the Energy Regulatory Commission’s issuance of the feed-in tariff last year, the department has not selected the renewable energy projects eligible for inclusion in the installation target.
The ERC approved the feed- in tariff rates for run of the river hydro, P5.90 per kilowatthour; biomass, P6.63 per kWh; wind, P8.53 per kWh; and solar, P9.68 per kWh.
Petilla said the government would come out with a decision on the eligibility criteria because of an oversubscription of interest in solar and wind projects.
He said the solar allocation was just 50 MW but applications pending with the department reached 120 MW. Wind power obtained an allocation 200 MW compared with applications of 400 MW.
Petilla said applications for biomass and hydro were undersubscribed. He said hydro received applicants planning to put up 210 MW of capacity against the installation target of 250 MW while biomass had 31 MW against the goal of 250 MW. source
