MANILA, Philippines - The Energy
Regulatory Commission (ERC) has deferred its decision on eight proposed power
supply agreements (PSAs) which have pending environmental compliance
certificates (ECC) from the Department of Environment and Natural Resources
(DENR).
The power regulator resolved to hold
in abeyance the processing of applications for approval of PSAs following the
DENR’s request in view of the ongoing re-evaluation of ECCs.
“The ERC fully shares DENR’s concern
to ensure the protection of the environment and is determined to help safeguard
the people’s right to a balanced and healthful ecology in accordance with the
Constitution”, ERC chairman and CEO Jose Vicente B. Salazar said.
The eight pending applications with
deficient or without ECCs are: Misamis Oriental II Electric Cooperative Inc.
and Astronergy Development Mindanao Inc.; Palawan Electric Cooperative(Paleco)
and Delta P Inc.; Cebu I Electric Cooperative and Mariveles Power Generation
Corp. (MPGC); Cebu II Electric Cooperative and MPGC; Aurora Electric
Cooperative and MPGC; Pampanga II Electric Cooperative Inc. and MPGC; and
separate filings of Tarlac I Electric Cooperative Inc. and MPGC.
Astronergy has built a solar power
project in Misamis Oriental.
Delta P is Palawan’s biggest
independent power producer, which signed a PSA with Paleco to provide supply
from its newly-built 26.6-MW bunker-fired power plant.
MPGC is a joint venture between the
San Miguel Group and Meralco PowerGen Corp. to build a 4x150-megawatt
circulating fluidized bed coal-fired power plant and associated facilities in
Mariveles, Bataan.
