PSALM pushes reorganization

MANILA, Philippines – State-run Power Sector Assets and Liabilities Management Corp. (PSALM) is pursuing a major reorganization this year to keep up with the changes in the industry.

“PSALM in the process of formulating a reorganization plan to keep its organizational structure up to date and responsive to the current development of its mandate,” PSALM officer in charge Lourdes Alzona said in a text message to The STAR.

Once completed, the reorganization plan will be submitted to and approved by the Governance Commission for GOCCs (GCG) prior to its implementation, she said.

The state-run firm is targeting to finish the agency overhaul within the year.

“Completion of the plan by end of the year is one of our corporate targets under the GCG-approved 2016 performance scorecard,” Alzona said.

To undertake reorganization, PSALM is looking for a consultant to realize the plan.

“An external expert on organizational development will be tapped to ensure that organizational assessment and workforce planning will be undertaken objectively and that the plan will adhere to GCG’s policies, guidelines and procedures on organizational streamlining,” Alzona said.

Interested consultants, which should be established for at least five years and must have completed projects involving organizational development, have until April 28 to submit their bids.

PSALM is the entity created by the Electric Power Industry Reform Act (EPIRA), the law that restructured the power industry by privatizing the assets of National Power Corp.
